Ie11 Anchor Tags Not Working

I just don't understand why the anchors in their current form work absolutely fine and as they should in all browsers and in the embdedded email version but not in Internet I found your fix via a Google search, thanks for helping me fix my issue quickly. Does it re-load the entire page and then hop down to the anchor?
