Aside from specifying the z-index for the DynamicMenuStyle CssClass, I also had to explicity set StaticSubMenuIndent="0px" on the Menu control itself (default of 16 pixels was causing problems in some static The only other change needed was an explicit height for a div defined inside a StaticItemTemplate for the Menu. I found the fix quickly on this block and added the dynamic menu css and z-index.
