The automatic inclusion of .css files prevents the use of Microsoft's Conditional Comments. I used a solution that I happened to already have on my laptop on an exam. Everything is based off of the Empty Template package at this point. In this example the root directory is parsed alphabetically then the sub directory is parsed alphabetically.
