The reason for this is, if it is not important enough to have a description (so everyone knows the image exists) then it is a style element and does not belong On the upload control you could simply add a text box and put "Image Description", it would at least start encouraging people to add something in the alternative text, even if I'm using a piece of javacsript and jQuery to make my way around this.
