The alt text is designed to display on the page when an image does not load, whereas the title text is designed to display balloon text for images that load. It would be nice if someone told me how to fix this. I'm not the biggest fan of JS, but if it's done well*, a tooltip script can be quite a nice enhancement in the right place. Bingo.
